I have tossed an idea around where a Fallout game takes place in a city with a majorly radioactive and dangerous floor and lower levels, but the tops of skyscrapers are clean and vibrant with plant life and normal humans, creating a Haven and a Hell, with some sentient ghoul settlements on the ground, maybe a hardcore mercenary group on the bottom, with a more dangerous human group on the top that threatens to banish people down the skyscrapers as overpopulation occurs and space gets cramped. Lexington in general is decently designed, with the raiders up above and the ghouls down below. Corvega is actually pretty well designed, I agree, and while I think that player build should have mattered more(Lockpick to get past enemies quietly, science to turn on more robots than just the few, and maybe repair to fix an elevator to take you straight up), with maybe some more alternate routes on the inside, it was a massive step up.
